It may have been his (more fairly, their) line of thinking, but it did not occur in a vacuum. They had already been promised a set aside for musicians, so this did not happen with no communication. That it is not precedent is manifest but would certainly have been clarified if the union was dense as well as tone deaf.

This reminds me of the handling of fires in antiquity. Most of us know that "Nero fiddled while Rome burned." [This creates a different analogy, but I will resist going there.] But perhaps fewer of us know the story of Croesus who owned the fire department and demanded that he be paid before he would put fires out. Hence the saying "rich as Croesus."
