Because they're the ones who can ensure that the institution continues to exist and is ready/able to produce something when the time comes?
Presumably boards still need coddling, and NFP regulations still need to be followed.
I'm not saying it's great that it's the fraction of the staff who typically make the biggest salaries who are staying on payroll, but I don't necessarily think that the roles being kept working are nonsensical. |
