Yes, the airlines are only providing refunds to original form of payment if they cancel your flight, and even then it's under duress; they were trying to give credits only in that case but the regulators reminded them of their obligation if they cancel the flight. Since the flights operated, you were technically not entitled to a refund, but the airlines have waived change penalties, and have even extended the validity of tickets and credits. Normally you'd have to use the value of the ticket within one year from date of purchase, so if you bought the ticket 9-10 months ago, you'd kind of be out of luck. Now I think they're just giving vouchers for future travel valid for two years. If your flight *is* cancelled, they're still trying to convince people to take vouchers by adding a 25% bonus (so $200 original ticket gets a $250 voucher) because if they give everyone a refund they'll literally run out of cash.
