Ticket sellers have to refund what amounts to huge sums of money to thousands and thousands of people, and I would think they literally can't do it all at once, both in terms of cash flow and the sheer logistics involved.

And many (all?) of the refunds being processed by agents working from home while balancing their own child care and family issues.

A bit of compassion for other people wouldn't come amiss.
