Under threat of the penalty. You require them to provide the location where they will quarantine. You do random spot checks; if they're not where they said they would be, they get fined.
You can also require hotels to assist, like they did in Hawaii, for example, only allowing the room key to be used once.
But yeah, hopefully the whole idea of a quarantine keeps people from the hot spots away. |
