I have noticed this sorta thing showing up at the National Theatre, particularly in shows they do in the Lyttleton, before (the production I saw of "Men Should Weep" in 2010 had a lot of bonus apartments surrounding the small glaswegian tenement flat where the action of the play takes place). I suspect it's the NT showing off their extra budget and also filling up the stage space for small plays that would otherwise get lost on the massive Lyttleton stage.
