I've read through all the dismissive comments and was surprised that no one has cited any of these news sources (ABC and CBS local news).

From CBS New York (July 2):

Business owners and people who live in Hell’s Kitchen say they are fed up with rising crime in their neighborhood. Thursday afternoon, a group of community activists met with the NYPD to demand police maintain a stronger presence on the blighted city blocks. Hell’s Kitchen at the corner of Ninth Avenue and 44th Street was like the wild west Tuesday night. Video shows the firing of bullets, several rounds, that apparently struck no one as the man ran off. Police say the man is wanted on reckless endangerment and other charges. The area between Ninth to Eleventh avenues and 42nd to 44th streets is seeing a wave of crime.

From ABC New York https://abc7ny.com/6306791/ (July 13): NYC neighbors surprised to learn at least 139 city hotels are now homeless shelters. Crystal Byrd told Eyewitness News she will not leave her Hell's Kitchen apartment without her bottle of pepper spray. She lives in the same building as the Washington Jefferson Hotel on West 51st Street, which is no longer welcoming paid guests. It's now a homeless shelter for single men.
