Pubs are very important in Ireland (I know it sounds obvious and stereotypical, but it's bigger than some people think - and not necessarily related to drinking large amounts of alcohol).
In fact, there has been a controversial thing there about relaxing the regulations on the blood alcohol levels for being charged with drunk driving (and the laws are really strict there now) in rural Ireland because of isolation, which leads to depression and suicide. They've gone back and forth.
Pubs and bars in Ireland that don't serve food are still not open. And, for those that do serve food, there is social distancing and I think a time limit on how long you can be inside one place, and you have to order food.
