I agree with you on loving the DOLLY film, despite its flaws, and I too thought that Zeta-Jones was terrific as Desiree.

I was a huge fan of Zeta-Jones' performance in the CHICAGO film and really thought the film felt the loss of so much of her material. I was hoping that she and Rob Marshall would reunite to do a KISS OF THE SPIDERWOMAN film as a follow up...the biggest issue being that Marshall borrowed SPIDERWOMAN's gimmick of the musical numbers being seen in the head of one of the characters for CHICAGO. But, I think she would have been divine casting, except for her not being Latina, if we believe that A) Aurora is a Latina character, something that is never stated, or B) that even if the character IS Latina, that it can only be played by an actual Latina actress. I know people have differing views about what actors can or should be allowed to play.

She might still be able to pull off Desiree in a new film, but seems to have (semi?) retired these days while dealing with her mental health issues. I wonder if that would be an obstacle. Lansbury could probably pull off 20 years younger than her actual age, which would still work.

Applegate isn't the out-of-box choice that I first thought, considering that she headlined that SWEET CHARITY revival awhile back, and I think the tartness that she often brings to roles nowadays would definitely work for Charlotte, if she could be talked into a smaller featured role.
