It's been a long time since I saw WHOREHOUSE on stage, but, if I remember correctly, Shy is the only character among the girls at the Chicken Ranch who really has much of a story arc to play. I believe we see her arrive at the Chicken Ranch for the first time and go from somewhat timid and unsure of herself (hence the nom de whore) to enthusiastic and popular and good at the job.

That's still no explanation for how she would have gotten a nomination over Merle Louise in SWEENEY TODD.
