I'm not sure comparing golden age era to modern makes for a relevant competition for many reasons but here's a list of the weakest Best Musical winners, in chronological order:

-whichever of the 3 nominee for 2020 win will qualify for this list, sorry Tina, Jagged and Moulin Rouge
-Gentleman's Guide (fun and charming but outside of 2-4 standout songs and great performances I found it a deeply unremarkable show sitting in the shadow of the vastly superior Drood)
-Memphis
-Kinky Boots *(more my opinion than a reflection of critical/popular opinion -- but I find the show insultingly lazy in the score and book writing)
-(i don't think Contact, Fosse, orJerome Robbins Broadway are eligible for consideration as neither are even musicals in a jukebox sense)
-(I don't think Ain't Misbehavin is worth counting either, as it is more a revue that a musical with a story)
-Applause
-*Raisin, *Two Gentlemen of Verona, and *Hallelujah Baby are not bad musicals and all have good scores, but none of them are great or classic musicals, and rarely performed. So for a list of the "weak", perhaps they qualify
-Redhead (amusing and fun but weak)
-Kismet ... because of the "classic" winning golden age Best Musical winners it is the weakest besides Redhead

I'm not familiar ENOUGH with Raisin or Memphis to confidently pick a winner, but I'm gonna guess my pick would be between Kinky Boots, Memphis, Redhead or Applause.

I would guess general consensus would be for Memphis since it's not regarded as very high quality and not nearly as popular or adored as Kinky Boots.
