Would NINE have beat CATS (if it went out of town the opened on bway the next season)?

I just read the fascinating Riedel article recounting the war between Bennett and Tune the year Nine went up against Dreamgirls. Nine didn't have money to try out out of town first and was about to open on Broadway directly, standing as Dreamgirls only risk to lose their presumed Tonys sweep. Apparently Bennett called his friend Tune and basically threatened Tune that his show *must* go out of town, as all shows do, and open the following season. And I had to wonder... if somehow that happened, would Nine have won the Tony that next season, the season of Cats? Any thoughts?
