Depending on who the male actor was, she may have been thinking about his personal fanbase rather than making a general statement.

If it had been Blackbird with Jeff Daniels, which was in 2015, if I had been the producer, there is no way I would pay Jeff Daniels and Sienna Miller the same amount. At the time, Sienna Miller had been nominated for a Golden Globe, but Jeff Daniels had four Golden Globe nominations, 4 SAG award nominations, a Tony nomination, and had won an Emmy. He was in Dumb and Dumber, which was a long time earlier but was a huge hit that still had some cultural relevance, enough so that there was a sequel released in 2014. Sienna Miller is very talented, but I'm not sure she moves the needle at the box office for films or the stage. She has minimal box office pull in the US. Jeff Daniels doesn't have a ton, but he has more than she does.

If it had been Blackbird, an interesting note is that Michelle Williams, who took the part (and probably would have gotten pay parity with Jeff Daniels), was involved in a sexism controversy when it was discovered she had been paid less than $1000 to re-shoot her scenes in All the Money in the World when Kevin Spacey was replaced, while her co-star Mark Wahlberg got $1.5 million for the re-shoots.
