This is just a first step towards how it will be in the future. I think more states will join their databases or more likely just use the same Excelsior software so that if you get a Washington state excelsior pass it is the same as a New York excelsior pass. This is pretty much bound to happen unless someone gets a legal case that outlaws these kind of passports in their particular state.
