The test example confounds two unrelated things. You can't look at someone else's answers because that's cheating, but the issue is not privacy.
You are wrong in thinking it is private.
Intent is irrelevant.
As I said in the other post, you certainly don't have to like it but there are a lot of laws that some people don't like. We had prohibition. A lot of people did not like that. Until recently, weed was illegal everywhere. I hear a few people didn't like that. I am sure some don't like that it is legal now. etc etc etc :-)
