Although SOME of Tony's dialogue is not well written, IMHO, I think his character overall has a lot of depth if you consider also those masterpiece songs he sings. (And why wouldn't you?)

Spielberg may not have brought in a Latinx female as a screenwriter, but in addition to Rita Moreno having had a new, major role created for her, she is also one of the film's executive producers, and I noticed that she receives very prominent billing in the poster image that I saw. Plus I have heard and read that she had a lot of creative input during the production.
