It is to the extent that we preclude attendance to the unvaccinated. Yes they can walk around Times Square, but they will not be able to enter any place that wants to operate at 100% without social distancing which, I feel confident, is almost everyone. Ultimately, it will not be a major public health issue for New York if some people come here with covid. Oh, and even though we are not talking about it much right now, theatres are reopening with everyone masked. We have good data on masked people in crowded conditions with mixed vaccination rates, and the minimal effect on positivity. It's called the subway and at the crossroads of the world (and coincidentally the MTA) the positivity rate is less than 1% and trending down rapidly.
There is much still to learn but I don't think we are all that worried about being unable to regulate the idiots anymore.
