Assuming he could handle the role, why not? Unless the writers have something in their contracts with the licensing agents that prohibits cross-gender casting, I would assume that the producer or director of any given production may cast whomever they like in any role.
Oh, and by "handle the role," I don't mean because of his gender. This is a mammoth role that even Jennifer Holiday had trouble playing eight times a week. Not every actor, even one who can sing that song out of context and knock it out of the park, is going to be able to play a whole run. Amber Riley, Newell's GLEE castmate, also had trouble doing a full run of performances in the most recent London production and talk of that production transferring to Broadway seems to have gone quiet.
