Waiting for the BL to do anything is pretty useless. All that they do is bargain the CBAs with the union, and promote Broadway. As I know you know, Broadway producers are a Wild West arena of producers who develop and produce shows on Broadway - in 2018 & 2019, 53 Broadway shows had at least 53 separate lead producers - 11 of those doing multiple shows - plus the shows produced by2d Stage, Roundabout, and MTC on Broadway. No organization is going to make rules about what they have to do or not do, what they can or cannot produce, and who they can and cannot hire - as long as their practices don't include active discrimination.
