I'm sure a lot of folks here realize this, but it's important to remember that any musical Sweeney Todd that pre-dated the 1970 Christopher Bond play (first seen in London in 1973) and not based on it would have been notably different plotwise than the Sondheim-Wheeler show. So it certainly is not surprising that a Lehrer-Raposo musical about the demon barber would have been very different in tone than the Sondheim-Wheeler musical.

There had been at least one earlier Sweeney Todd musical, first produced in England in the late 1950s-early 1960, that was licensed by Samuel French, including for production in the U.S.
