I never heard that she was a terrible actress. Limited, yes. But terrible?

She certainly had a reputation for phoning it in. There’s a legendary story that production staff would tell her Frank Sinatra or Just Garland were in the audience so she’d give a full performance instead of walking through it.

Her final performance in Gypsy (in New York) reveals her to be quite funny. I don’t know that I’ve heard anyone capture the humor quite like her.
