Manhattan itself is at an angle to true north, so the grid's east-west streets are not strictly east-west and same for north-south. Broadway is the only street that actually sometimes runs due north-south. But to me it's pretty clear that "diagonal" is in reference to the grid itself, not to true north. In that sense, Broadway runs diagonal.
