Yes, and thanks for asking.

The reasons why crew have to be there "all of 90 minutes prior to curtain in the first place" is to insure the actors' safety and that the audience gets the show they paid for, when they paid for it. Every automation, light, and sound cue in the show is run through during this check out. Every mic must be checked, every battery in mics and "practicals" replaced. The checkout usually only takes about 20 minutes or so because most problems are avoided by weekly (sometimes monthly) work calls.

During work calls, machinery and lighting units are cleaned and examined for wear. Lamps (what you might call "bulbs" ) have specific lifetimes, in hours. and this is recorded. They are replaced before they can fail. Also, many problems that happen are noticed during the previous shows so that they can be addressed the minute the checkout begins. Sometimes, though, all of this preventative maintenance isn't enough, and the crew will need every minute of that hour before half to fix the problem, make sure the actors are safe, the audience gets the show they paid for, and on time.

It's cheap insurance.

As to your second question, basically, I don't see a regularly scheduled audience earlier entrance happening. Some shows already did it when it was convenient (crew was done, fight calls completed ahead of time). Smaller shows might, as Pass Over us doing, but I just don't see it being a thing for all shows.
