EUBIE! and its Nomination for Best Score

Were there really set in stone rules in '79 defining eligibility for Best Score or just traditions? I assume the Tonys chose to honor Blake with a nomination since his scores were all written in the pre-Tony era and also because black composers were historically given short shrift. The Tonys frequently came up with nominations that deviated from the norm in all sorts of categories, especially in the years before the Tony Award Show was broadcast on national TV, but occasionally afterward.

IMO Best Little Whorehouse should have been nominated for Best Score and Eubie! should have been awarded a special Tony for its score.
