That's most probably it. But maybe not "scared" as much as the feeling that the sound would seem more dated, especially in the context of a small-screen film version. Lowering things puts them a little more at "speech level," which can make the songs a little less "sing-y" and more conversational in tone, which for a contemporary audience may work better. Inasmuch as I would have preferred to hear Chenoweth in the original keys as well, I understand why they tried something else.

And yes, though all the pop singers you mention have used head voice effectively (as have many gospel/R&B singers over time, and current stars like Gaga), it's not the same thing as a role written almost entirely as legit in the Broadway sense. Your comparison isn't very apt.
