I recently rewatched a few episodes of Cybill, and I felt sorry for Shepherd. Baranski is just so much more compelling, engaging, funny, and attractive. Baranski sitting and doing nothing was more interesting than anything Shepherd did.
I think you may have put your finger on the issue. My recollection of the show (and it's been awhile since I've seen it) is that Shepherd was trying way too hard while Baranski was just...being.
