| You are right, it's up to the studios what they make available & in what form. Nominating committees for film & television look at the long lists of names submitted by productions for consideration, view what content is made available by studios, & cast votes for who will end up in the final categories of nominees. So they receive their screeners usually beginning a couple of months ahead of when nominations are announced & the total body of members has access to screeners (for just the nominated work) & votes. It may well be that some dvds weren't ready back in late fall. For television & film, some content is only available through streaming all through till final voting is complete, in this case in late February. |
