A lot of non-profit theaters have a threshold for labeling a performance "Sold Out." 85-90% sold is "Sold Out" and they stop selling tickets. I think it's important to leave seats open for various reasons to leave seats open... what happens at Lincoln Center does sound fairly egregious tho.
