Knowing Barry & Fran, I have no doubt they went out to Paula at some point. And many other big big names who sing and/or dance.
What makes you think Paula would want to do a Broadway show 8 times a week? She's not an actor, and I don't know that she'd have wanted to put herself through learning it and having to give a certain level of performance every single day 6 days and 8 shows a week, and be scrutinized by the press.
Or maybe they wanted her and she wanted to do it, and they never agreed to pay her what she asked for to take the role... there's a limit to the box office profit on something like that. It doesn't take much before the show won't profit anything off a big name box office star coming in, because they can't suddenly charge enough for her stint in it to make enough of a profit to agree to pay her that, unless it was based mainly on a percentage of the box office for her run.
