I don't even think the boy or girl playing Louisa needs to have long hair in order to deliver that line. It's a fantasy, Louisa is luxuriating in an idea of herself... gay boys do this too, including with features more common for a female experience (and I don't mean because they're trans).

Actresses who play Louisa certainly do not have long hair that would billow to the floor if not for being fastened.

It's important to remember that little of what Matt or Louisa imagine for themselves, or each other, or the world, is based in any literal reality of those things.
