I may be overthinking, but I think putting in both "probably" and "at least I hope it isn't" is overkill for a done deal. He doesn't need to say either if everything is confirmed, and saying both makes it sound like he has some doubt. But it could be "who knows what the course of the pandemic will be over the next few months" kind of doubt, given what happened to the London run.
