Hugh Wheeler was British, and born in 1912, so he certainly would be someone you'd think would be reliable for feeding Sondheim accurate dialect or pushing back on it... which isn't to say everyone who grew up in England would be an expert, but still. And he not only grew up there, but he lived there until he was 22, in 1934, after he finish at London University... so I would think he'd have been a good resource. But maybe not.
