On Broadway, yes, this would most likely be the case. In regional theatre, there usually are not "associates" who stay with the production, and there generally are not periodic understudy rehearsals. There might be one if there's time. So the job lies more with the stage manager, the music director (or the active conductor if the MD was only there to "set" the show) and the dance captain. Just to add this in for a more complete picture.
