Having worked on GREAT and comfy non-eq tours, and some not so great or comfy Equity shows... that's not true. Sure there are some rough tours, but that's true of either union status. It more depends on who your company manager is than anyone.
As to the pay, it also varies, but I've done two non-eq shows where with the Overage shares in contract the actors make more than AEA folks on SETA and Tier contracts.
The overall picture is complicated and more nuanced than one might think.
