Petra may be a minor character, but she's been with us throughout the show. She interacts with multiple characters and observes everything, (much as Madam Armfelt does). Originally, Frid, who we barely know was given "Silly People" before Sondheim wrote "The Miller's Son" for Petra. Plus the audience LIKES Petra.
