Callum Scott Howells played Arpad in the Menier's She Loves Me (with a Welsh accent, too), and he was very good indeed. He can certainly sing and move well enough to play the Emcee; if there's an issue, it's probably more that he's a bit too young. Maybe quite a lot too young.
