I also think it was helped by the luxurious casting of Sutton Foster as Fiona. She was in the middle of her meteoric rise to stardom and was the hottest new star in the theatre at the time. Anything she did would've gotten attention. I imagine that's why the show feels weighted toward Fiona in that way. Foster probably did it as favor to Tesori, with whom she clearly had an affinity after MILLIE (she later also did VIOLET at Encores Off-Center and at the Roundabout on Broadway).

Aside from Foster, the show had an amazing cast, but I agree with your assessment that it's just not quite good enough.

During the WEST SIDE STORY press tour, I heard Rachel Ziegler say on a talk show that her shooting schedule was worked around her rehearsal/performance schedule for her high school production of SHREK, in which she'd been cast as Fiona. She asked for permission directly from Steven Spielberg who granted it, saying that he'd originally produced SHREK and he'd happily accomodate her.
