No. She wishes it; that's all. She has always been in love with Benjamin Barker, from ages before, and now she hopes she can get him. The lyric in "By the Sea" about "me rumpled bedding legitimized" is as much a Lovett fantasy projected into a future "reality" as is everything else in "By the Sea." The song is funny in part because we're laughing at Mrs. Lovett's still not getting (this late in the show) that Sweeney is far too psychically damaged, too far gone into his private and personal obsessions, to have a sexual interest in her--he barely notices her, during the song or at any other time in the show. And conversely, she's too far gone into her own fantasies to have really noticed him.
