Days late, but I appreciated the challenge. Sticking only to Broadway, and only to ones I personally like, here are more than 20 off the top of my head, in no particular order, which I would say are all "better" (which is a very loose metric):

City of Angels
The Wild Party
Passing Strange
Spring Awakening
The Who's Tommy
Bring in da Noise...
Jelly's Last Jam
The Light in the Piazza
Falsettos (first produced in 1992 in this version, so I think it counts)
Side Show (a personal favorite that I couldn't not throw in)
The Color Purple
Moulin Rouge
A Strange Loop
Fun Home
An American in Paris
Crazy for You
Caroline, or Change
Kimberly Akimbo
In the Heights
Natasha, Pierre, and the Great Comet of 1812

And "Once on This Island" just misses the 1991 cut-off date, alas. And if the "Jagged Little Pill" from Boston had been the one to open in New York, I would have put it on this list. And I'd love to sneak "The Prom" on there, but I can't quite justify it.

I'd put Spider Woman in the same tier as Next to Normal, Come from Away, and Ragtime: ambitious, well-structured, intelligent, admirably done, buoyed by a combination of high production values and virtuosic performance; not a bad tier to be in, but for me, not top shelf.
