The article says "gave permission to Staunton and Cooke." That at least implies a mutual decision or discussion.
But I agree with S/F that there's no reason to either attribute or blame anything on anyone. We are not "in the know" and have no idea what actually went down; perhaps Staunton really did express a definite opinion on what she would like to do. But either way, it seems an odd point to nitpick.
