Up till relatively recently, the eligibility period for the drama Pulitzer was more or less from a few weeks before the Pulitzers were given till the same time the following year. Basically, March to March. Maybe early April sometimes. This was similar to when the Tonys for a long time were given and the eligibility dates for the Tonys. Also, for a long time the Drama Critics Circle award was given in early to mid April. While I can understand this for the Pulitzers since drama is just one of many awards, it never made much sense for the Tonys and the Drama Critics Circle because the theatre season has generally been from June 1 till May 31. And there were some awards, like the Variety poll and, if memory serves, the Donaldsons (for the brief period they were given), the Obles and the Drama Desks, that did follow the actual season, or at least came close to doing so. So I hope that answers that question. I don't remember exactly when the change was made so that the eligibility period was from January 1 till December 31. Was it in the 1990s? The early 2000s? I don't feel like looking it up. Maybe someone who knows can jump in.

I think Promises, Promises would have won the best score Tony in 1968-1969 had the award been given that Tonys season.

Yes, Hair was eligible for the Pulitzer given in 1968 because it opened at the Public on October 29, 1967.

The Putitzer drama choices have sometimes ignored some of the recommended guidelines, which are recommended but not mandated as absolutes. Several of the plays were adapted from novels. Occasional winners have not been set in the U.S. and cannot really be said to have had anything much to do with American life.
