On one of the Supremes' "lyric page" websites, it says Bob Merrill.
It's a lovely intro that sets up the song (and title) beautifully.
The entire album (which segues from one song to another, without breaks, as you may have noticed from this cut)
is full of all kinds of interesting surprises.
Miss Ross and sometimes, Florence Ballard often sang "People" in their live shows,
which were recorded and released on various Expanded Editions CDs.
They also performed "I Am Woman, You Are Man" live, and it's on their Supremes At The Copa CD:

Diana is quoted as saying she wanted to play Fanny Brice!
Ross's version of the song, "Funny Girl" on "Sing and Perform" is exquisite.
Here are the intro lyrics to the intro:
