When the Tonys ruled that After Miss Julie was a revival, I think they made it clear that their rulings didn't have to make sense. They will do whatever they want (or whatever the producers of A Man of No Importance want, which is probably to call it a new musical).

That being said, I think A Man of No Importance is in a true gray area. Although there were other productions after its original run, it's largely forgotten at this point and I'm not sure it ever "entered the repertoire."
