I'm taking a guess, but I would imagine some recent contests (Deirdre O'Connell's win, perhaps) ended up having a ludicrously tiny pool of voters demining the outcome because they only allowed those who had seen all nominees. They might have had a major award chosen by a total of 25 people, and 11 voted for the winner.
Again, speculation, but I imagine it might have looked something like that.
