So the Tony Administration Committee has decided it's okay for voters to have missed seeing one nomination per category.
I would propose in that case the weight of the voter's vote should be proportionally decreased. You only saw 4 nominations in a 5-nominee category, your vote only counts 4/5 = 80% compared to that of a voter who saw everything.
