Possibly, but most interviews with Liza about "Cabaret" tend to be about Sally Bowles and finding her character and her look, and not so much about other characters and actors in the film.
Could it possibly be that Grey was joking; that Fosse so didn't want HIM, he'd even consider Ruth Gordon? OR that Fosse himself did say it, but, again, as a joke?
IF there is any truth to this, a couple other people who might know are Kander or even Nicole Fosse.
