One doesn't have to go back further than last year When Simon Russell Beale won the Tony (even competing against the rest of his cast but not splitting the vote) won over David Threllfall of "Hangmen," still running when the voting closed and in need of support. In 2019 Bryan Cranston of the closed "Network" won over Jeff Daniels(who was generally favored) of the running To Kill a Mockingbird. Elaine may that year of the closed "The Waverly Gallery" won over Heidi Schreck of "What the Constitution means to Me." There are many other examples.

All conjecture, of course, but I wouldn't say that Daniels was favored over Cranston. 2019's Drama Desk Award, which might have been an indicator, went to Jay O. Sanders. Also, "Network" closed just before the Tony Awards were held, so the voters all had more than enough time to see it. I don't know if its having closed serves your point as clearly as the other two examples you cite.

And yet most experts would agree with JereNYC that productions that are still running often have the advantage in the Best Play, Best Musical, and Best Revival categories at the Tony Awards. Whether or not a show is still running makes less of a difference when it comes to the acting and design awards.
