It's kind of like Arthur and Guenevere discussing "What Do the Simple Folk Do?" and here is the proof: the poor urchins and thieves are imagining and play-acting what the upper-classes are doing. I think the number also sort of bonds Oliver to the gang and especially to Nancy, since she will later make a big sacrifice for his benefit.
