New recruits are certainly learning the ropes. The song serves that purpose for them to get to know each other, which might take the form of play acting for them, but for an audience like us, it's an actual song since there's a really nice melody and, hey, it's a musical; later, presumably after further in-house training, Oliver is sent out with some boys, including the Artful Dodger to do some field trip pickpocketing, where things start to go not according to Fagin's plan for him.
