I believe Encores is using the Cameron Mackintosh script. Those jaunty reprises don’t really square these days with the dark and violent end of the story. As for Bet, I didn’t think that Oliver has found a mate. They sing I’ll do Anything together because they’re closer to the same age and they add another layer to the parody of gentlemen and ladies laid out in the song. My interpretation of Bet at the end is that she reaches out for someone now that her friend (and protector/mentor) is gone.the ending is melancholy for all involved, even Oliver who has witnessed the very worst of humanity.
